Programming the usb for data transfer

Hi.. I am going to be implementing a sequence generator in fpga altera cyclone II board and i need to transfer the sequence to the PC via USB. I undertand that i need to program my usb port in order to do this using c or c++... but I am new to this so can someone please help me on where to start? If possible can we do this programming in matlab which i prefer?
