There is one C Language. MikroC and Hi-Tech C are different compilers which might have slightly different syntaxes. There is a large difference between the library functions. I use mikroC and prefer mikroC, but the choice is yours.

It depends on what you may feel comfortable with. For simulation you can use Proteus. You can buy a development board if you want. If you don't have any previous experience with microcontrollers, then I recommend that you get a development board. But if you have previously worked with microcontrollers, it may not be necessary.
