It's a real pity to abandon it... it has all the resources needed to program any newer device, because all the programming algorithms are in the host software.
May be with a little of effort it could be supported by a "generic" software, like IcProg !

Anyway, about your question, I don't know anything regarding your chip, but usually with HILO programmers the devices with fewer pins than those in the socket go in the socket "bottom justified".
Did you try in this way ?

Hi,
I can get a second-hand EPP-04A from Hi-Lo **broken link removed**. However I only need it to burn 2708 EPROMs.
The seller doesn't want to be contacted so I'm afraid I know zip:
* no manuals?
* no software?
* does this device need an internal PC card? (I'd say yes considering the above posts but the adapter on the pictures suggest an RS-232 version).
* does it actually burn a 2708
I hope someone can help me out!

I don't think it could support 2708 eprom : even the ALL-03, ALL-07 do not support 2708 eprom
I think that it needs an interface card because power cannot be given with a serial or parallel port connexion.
I think you should need better buy a second hand DATAIO programmer like
