I dont know if code warrior is free... I doubt it is not free.. and rowley also

eclipse is free and feel others are free..

but you get some illegal cracked version on google... but not tried those......

From the ones I have mentioned IAR (and keil of course) are nor free
I have sen CooCox latelly, it is free Free and open ARM Cortex M3 and Cortex M0 embedded development tools but for Cortex M3 M0 only
There is also LPCXpresso (used for NXP mcu) but the free edition doesn't supports all models
