problems of setting circle pads

i am using CADSTAR software to design the impedance matching transformer IFT component
as shown in the link below:



i am not very sure about the dimensioning of the circle pads
this is the link:



if possible,do you have the symbol part and component part of this impedance matching transformer IFT?

i had modified the subject title of it and posted it again.

Added after 3 minutes:

by the way,i set the units on the settings menu to be thou.i multiple the dimensions with 39.37 and i added 10 because i afraid the hole will be too small.
 

Drill size is the actual hole will be digged in the PCB, and we need plated annular ring which is the pad size.

The dimensions should be multipled by .03937.
The part has 5 round leads and 2 tabs to be slots.
Round leads are .024 DIA, Drill .035 DIA plated through
Slots .035 DIA X .047 plated through.

Don't forget to add Annular Ring to the hole sizes.
