problems in setting the circle pads

i am using CADSTAR software to design the impedance matching transformer IFT component
as shown in the link below:

i am not very sure about the dimensioning of the circle pads

if possible,do you have the symbol part and component part of this impedance matching transformer IFT?

In secnond figure you asked

What does x/y means

Ans: These are not x and y coordinte of drill but this these are assignments for PAD means if you want to genetate 60mil pad with 32 mil drill with circle shape you have to define circle60/32 in assignment name and in size colum you have to define pad size i.e. 60 and in drill colum you have to define 32 for drill size with circle shape.
