Problem with organizing some blocks in control unit (8051 design)

i'm trying to write simulate 8051 by vhdl but i meet a problem in write Control unit, i don't know how i can't organnize some blocks in cotro unit!
any body can help me?

there are number of ways to code 8051 control unit. one simple technique is split it as a memory controller and an FSM module .
