Problem with connecting microcontroller to Sony Ericsson T28

i have connected a micro controller to sony Ericson's T28s .The input voltage i supplied is 3.6v for both and on the receiver pin of T28s a voltage of about 2v was obtained but on the transmitter 0v was read what is the problem?
