I have a rigol DP711 with 3 binding posts which are floating + & - and traditional mains ground post, is it possible to power Vcc & Vee opamp rails from same supply to have opamp produce ac? Or does the supply only permit a floating output and ground referenced output?

Greatly appreciated.

You can't get negative polarity output directly from an op amp which is powered only by a positive supply and 0V ground. There are popular tactics such as attaching DC-blocking capacitors and resistive dividers. But the simple way is to give the op amp a bipolar +/- supply. Then you can have true AC both at input and output.
