There are several power rails in the IO pads at different voltage and for different purposes. Most of today pad library connect these power rails together just by butting them together, either pad to pad, or fill up the gaps with pad filler.
If you are using older pad model, you will notice pins at the side of the pad (i.e. on the long side of the pad). Usually, it is still possible to butt the pad to make the connection. However, you can also simply connect the rails by wire. There are delicated commands in P&R to make this connections, or you can connect manually.
