Power line communication, which CENELEC band to choose?

I need to choose one of the CENELEC bands B or C or D. The B band goes from 95kHz - 125kHz, C from 125kHz - 140kHz (this band requires an access protocol), D from 140kHz - 148.5kHz. It's preferably that my application is able to transfer images/video stills, so I want the data rate to be as large as possible. I don't know a lot about communication systems in general, so I need an explanation about how to evaluate these bands up against each other.
