Position of tvs diodes

In this Application note: Transient protection, Figure 1.
I've two questions:
  1. Is TVS on the RJ45 side not suitable because it doesn't protect the PHY from the transients that occur when connecting passive PoE? Why cannot it be placed close to the RJ45 connector?
  2. When Hot plugging the connector, does the TVS cause short circuits (when placed close to the RJ45 connector)?

1. What is mean by RJ45 side? Are you talking PoE power supply or data? Are you talking about before isolation transformer or after isolation transformer? TVS diode is advisable to use in PHY side.

2. TVS diodes will start to conduct above its breakdown voltage and it doesn't matter where its placed.
