PLL/VCO output power- what is the value of the charge ?

PLL/VCO output power

Hi all,

I'm planning to measure by simulation the output power of a PLL/VCO.
If I'm not wrong, In order to do this the output of the PLL/VCO must be connected to a charge.
Which kind of charge the PLL/VCO must be connected to ?
Is it a pure Resistor ?
Since output power depend on charge, what is the value of the charge ?
