Please help...

Please help me with this given scenario..

1. 14.4kV : 120/240 V transformer is banked Y-Delta.
2. It provides the following secondary voltage to different loads:
a. 230 V 1-phase
b. 230 V 3-phase

The proposed set-up for the system is to convert Y-Delta to Y (grounded) - Y (grounded) transformer bank..

My question is how to provide an additional secondary voltage of 400/415 volt 3-phase for industrial loads..

A technical paper regarding this inquiry is highly appreciated..
