PICAXE circuit board Help

Hi, could someone help me just outline how this circuit works, its used to move an electronic actuator into different positions, just need to know how the actual circuit operates, thanks
 

Tell us more about this actuator.

Looks like there can be two independend movements
and maybe two position coders ?????
 

basically: The test rig has an electrically driven actuator capable of moving 0.15m. The actuator can be driven up or down. Attached to the actuator is a platform on which weights can be added. The Actuator is also connected to a feedback potentiometer and an indicator arrow. The task is to move the actuator up and down between pre- set positions indicated by the indicator arrow and as detailed below. The task will be repeated a second time with weight added to the platform. The task will be repeated a third time, but this time whilst the task is taking place faults will occur on the rig. The microcontroller must detect these faults and take appropriate action.

At the moment i just need to know how the circuit does this
