"PIC Microcontroller Development Board / Trainner Board"

for PIC18F series.

You had not specified what exactly do you want to achieve as well the constraints. There are many PIC18F-series based Dev Kits varying on amount of peripherals, MCU variants, and prices.
 

Get the Microchip Pickit3 Starter kit (pn DV164131). It comes with the programmer and a small, 18F45K20. A pretty good deal considering you would probably want the programmer anyway.
