PCB Via usage BGA Via instead of Signal Via! ! ! !

Hi All,
I designing a high density board and Due to routing constraints, i am planning to use BGA Via(Drill Size / Pad: 10/20) for Signal Via (Drill Size / Pad: 12/24).
Here my query is,
Can i prefer this?
Also need to know, how is this affect the High speed signals like PCIe Gen-2.
 

vias act like parasitic capacitors. At the PCI bus speeds you can ignore their effects on the impedance discontinuity.
