PCB Pad Hole and land size

I need to create a pcb foot print for, say, a resistor (PRO1 5% 10K).
I have to select a pad (from a list of existing pads) for the resistor leg.
The leg max. Diameter is 2.5mm (98.4 Thou).
If, say, I select a pad with 99 Thou then the solder will not flow properly.

Is there a percentage/formula that calculates what the pad hole diameter and area around the pad (land) should be?
