PCB Hole and Pad, generic rules for modern PCB vendor

What is the generic Pad size rules for drilled hole of 0.6mm, 0.9mm, 1mm, 1.2mm?, in term of extreme minimum and standard. These size are based on what standard?

Is there cost difference between these minimum and standard is so, what is the % difference.

Assumed modern PCB vendor and 90% is SMD. (reflow). 4-6 layer FR4.
 

Hi,
Min size is depend on the annular ring capability of fabrication setup.generally it is 5mil. for 0.6mm ,it can be 0.9mm
Max size depends on your application,no rules.

I believe there should not be any cost difference for min and max size.

Hi If you are asking multilayers Min. PADs size, it would be mostly talking about VIA angluar ring size. The angluar ring can as min. as 6mil (0.15) each side. So the pads dia. will be 0.3mm holes + 0.3 m, (0.15 +0.15 mm)
it is not related to any costing
