That may be the maximum value for some specs and the minimum value for others. You have to use some common sense for this.

If a manufacturer quotes a maximum value for a parameter in their datasheet, common sense dictates that you should avoid designing to or exceeding this. The range would surely take into account deviations due to manufacturing tolerences and it would be sensible to design a circuit to operate within that range?

Yes, if you refer to the Maximum Ratings section. No, if you mean min/max values in the Electrical Characteristics. Maximum value can have quite different meanings.
