Is there any open source TV encoder/decoder RTL code available?

I guess you're looking for MPEG or H.264 encoder/decoder RTL code. There're no high quality code for this. And there is license to prevent publishing such kind of code.

Sorry, I just try to find any open source RTL code to encode/decode NTSC/PAL/SECAM signal.

i write some code myself, but now i got one problem on NTSC mod.
there are some water wave when display color bar,who help me??
 

you may try to search it in opencore
