Is there a way to copy a partial layout from one design revision to another one? - I just finish laying out one big SMD chip with all the gnd, power and decoupling and dont want to go through that again to another board size.

Also is there a way to load in a new template file (different dimension)
but using the same placement?

You can load a new template file at any moment - I did this for routing phase. I don't think you can copy partial layout to another design; you can copy routed nets inside the same design.
