Can I simulate noise at any transient bias point in Spectre? If it isperhaps, how can I do it?

What do you mean by a transient bias point?

You can simulate noise in circuits with large-signal bias schemes ( such as VCOs and mixers ) using pss and qpss analysis in Cadence.
