need the correct term for cylindrical part of laptop cable

Power cable supressor?

I was wondering if anyone knows the correct term for the cylindrical looking implement that is part of the power supply cable of the laptop (on the low voltage end) and why it is usually situated closer to the output plug rather than closer to the power supply itself.
