Need solution in syntax for Crystal oscillator with PLL enabled

In CCS compiler,
What value should be put in the #use delay (10Mhz or 40Mhz) when using a 10Mhz crystal with PLL enabled to make the frequency to 40Mhz?
Also is it enough to write HS in #fuses or some thing else is required?
