You need high voltage transformer. You can find ready 50Hz 220/10KV or more secondery voltage.

or you can use TV HV unit.

Neon-tube have two electrode,and work with high voltage - as bunalmis wrote - without any starter. Maybe you need a starter for fluorescent-lamp (with four electrodes). Originally it`s a bimetall-starter, but existiert a small electronics with triac.

Go to IR web page, they have complete schematics for Fluorescent light drivers: www.ir.com
Also they have software which will guide you to calculate and choose components. It is free to download.
Software is called ballast designer.
