MOS differential Problem

Please specify the affect of resister in the circuit?

In bottom circuit develop the bias for their respective MOSFETs
to function as current sources.

Top circuit, some kind of power on delay....? In steady state they
have no effect because there would be no current flow thru them,
hence no V drop across them. Circuit not drawn right ? Leakage
could cause them to stay off.....
