Modem as a analog to digital converter in pc based Oscillosc

I know that we use modem is used to convert the analog signal over the telephone to computer.
Why can't we use modem as the analog to digital converter in the PC based oscilloscope system.
To begin this type of program what should I do.

Because it can not work like that. Modem expects certain type of analog signal in order to produce digital one. It will not just convert anything.
