by using dielectric along with the antenna size depends on the dielectric constant used

As mentioned above, One way to reduce is to increase Dielectric constant of the substrate, but U need to be careful with the dielectric lossy nature too,. One can use some loading techniques as well to reduce the Size of antenna, In general it comes to inductive Loading to reduce the antenna Size..!!
