It appears that the hall sensor sends a signal to the IC. A hall sensor responds to a magnetic field. No doubt it's crucial where you install the sensor, and how you orient it, and how close it is to a magnetic field.
Question:
What condition makes your IC turn on the mosfet? Is it (a) when the hall sensor is near a magnetic field? Or (b) when a magnetic field is absent?
You must not leave the inputs of the unused error amplifier (pin 15/16) unconnected. Bias it according to datasheet, e.g. + input to GND, -input to Vref.
If you want to achieve continuous pwm rather than on/off current control, the error amplifier should be supplemented with a gain setting feedback network.
