Is it possible to do MAC to MAC interface between different TI controllers?
First controller uses MII interface while second controller uses RGMII interface.
Is RGMII is back compatible with MII Interface?

First point, it's not sure that the controller support MAC-to-MAC connection without additional logic. It may work with RMII.

Secondly, make sure that both controllers support RMII. Most recent controllers with MII interface do.

RGMII (Gigabit interface) is not necessarily downward compatible to RMII. Check for explicite RMII support.

To be on the safe side, I would provide a PLD connecting both network interfaces.
