m2m module and choosing GSM band transmission

Hello,

In Quad band GSM m2m modules like Telit HE863, does the module choose the bandwidth transmission or the operator fixes it based on the equipments available in the area ?
 

Usually the best available tranmission mode will be selected for packet data (GPRS, UMTS, EDGE, HSDPA). In addition, there are some AT commands to request specific quality of service parameters.
