Low cost, high security IC for encryption?

Hi,

I need a high security IC for encryption app.
Normally microcontroller can be used to calculated high security algorithm, but it can be hacked by a budget less than 1000$ using many decap method.
Is there any dedicated IC or microcontroller for security out there?

What data type are involved into encodind/decoding ?

And define Hi security ?

Define where data are accepted, where decoded ?
Is this in same device or encryption over wires needed or .......

Dear tpetar,

Hi security is defined by IC widely in use and hasn't been hacked yet.

The device need to encode the stream of data, just normal text

Data is decoded in other place, but my device need encode/decode some hi secure algorithm for activation, XTEA, AES.. etc
