You can do it with a LFSR schematic...

if you are refering to a software solution then you can use matlab to produce random numbers. In particular the function rand.

You can even use the rand( ) function available in C compilers, if you are doing all the things in C, else if you are doing it in hardware then LFSR is the best solution I can think of
