Hi all,
I'm trying to build an autonomous weather station. All diy .. I plan to use 2 cellphone batteries (bl-5c by Nokia) . These are lithium ion batteries and can provide good enough power.

I plan to connect those battery in series. I'l design a charger using one of the charger ic (this is the easiest approach) . However, the main question is should I balance those cells ? Is balancer required ?

Another question , when charge is in progress the device (weather system) should still operate , just like a phone operating when charging is in progress. How can one achieve it ?

2) not recommended
 

the charger chips you buy are designed to charge a battery
the circuity inside a product is designed to re-charge and operate the product
