Hi.

What is the purpose of those two elements linking the central and one outer rod, sometimes placed symmetrically opposite as in the image ?

The name of those elements is cross-bars, and their meaning is to reduce high-Q resonance of the antenna at particular frequency. The biconical antenna suppose to be a wideband antenna.
 

As I recall Kraus has a useful discussion of biconic antennas if you want more background.
