hi

i have a dumb question and sorry for that
limiter diode works after one area for example +8 dBm
so it is on after 8 dbm

but i know it should be ground but i dont understand because
after grounding base of theory all of the power should go back Vo=(RL/(RL+RS))Vi
so we should connect 50 ohm for dissipation power in it

is it correct?

Yes a shunt PIN diode limiter, after the level exceed the threshold, shorts the input to ground. The most part of the power is then sent back while the diode has to dissipate a small fraction of the incoming power.

if you connect to 50 Ohm then half of your power will go to load and half will dissipate
