If you apply 13.5V DC, and the charging current is a normal safe level...
then the battery may not rise immediately to 13.5V, but eventually it should (if it is healthy).
Commercial equipment should be able to operate on a supply within a couple volts of normal battery V. If you construct the equipment, then it is your job to make it safe at a similar range of voltages.
