Lead Acid Battery charger

Can i connect my hardware to the 12v lead Acid battery when it is charged with 13.5V. If can what will be the output voltage
 

If you apply 13.5V DC, and the charging current is a normal safe level...

then the battery may not rise immediately to 13.5V, but eventually it should (if it is healthy).

Commercial equipment should be able to operate on a supply within a couple volts of normal battery V. If you construct the equipment, then it is your job to make it safe at a similar range of voltages.
