layout editor capability is not enabled

I face the follow problem when open the layout file using Virtuoso:" layout editor capability is not enabled,layout file is opened in the read-only mode."
I change several license files,and remain can't solve,and i check my ".cshrc" file carefully,so i can't find where the problem is?how to solve this problem.

Check your avTech path inside cds.lib file
 

Delete lock files. And everything will be enabled again
