You don't need constant current, just use the same number of LEDs per segment.
You've got 26 LEDs so you'll need 2x13 rows (or carefully do the math for different combinations)
So 1.8V * 13 = 23V per set + 0.7V drops if you use bipolar drivers + some overhead for the resistor, lets say 2.3V so 26V supply will need a 150ohm resistor (this will give each LED about 15ma so nice and bright)
That MAX7219 is a very nice but not cheap part, also may be hard to source for some.
It's SPI or (Microwire MAX7221) and does most of the work for you.
It's only for simple LED display (less than 3V LEDs) and cannot drive a large HV LED display.**broken link removed**
