A Kenwood TS-480HX is normally powered by 13.8V.
Datasheet states supply voltage DC13.8v +/-15%
Does this mean that I can power it from a 14v or 14.5v ok?

Let me do the math for you:
minimum = 13.8x .85= 11.73
14>11.73

14.5V is normal voltage range of car battery. Presume you can calculate 13.8 x 1.15 yourself.
