jtag server can't access selected programming hardware

Hi Friends

When i try to download the pof file to altera FPGA Quartus II Tool(9.1) issues me the following error message please suggest me

"jtag server can't access selected programming hardware"

how to access jtag server error

Either respective driver isn't installed correctly or the hardware not operating. Some issues with USB Blaster drivers and Windows Vista have been reported, you may want to check the suggestions at a.lteraforum and A.ltera support notes.
