It's Google's protection system. A someone using your IP address is hogging Googles computers and to them it looks like it's being done automatically. If you are using a dynamic IP address it doesn't mean it's you doing it, it could be someone who had the address before you or someone using an address on the same domain. It could even be a DDOS attack on Google itself, it happens. All you can do is wait a while and try again.
