Issue with TFTP ....retry count exceeded

My already has bootloader (U-Boot) and linux kernel installed.
I'm trying to download kernel again to the board for learning purpose. But I'm getting the error

tftp retry count exceeded starting again

is it due to the fact that my board already has a linux kernel? if not then any idea how to solve this issue.

No idea what you're doing, but I imagine you've verified that you really are running a TFTP server, and have IP connectivity, right?
 

Have you verified the TFTP port is accessible?

In other words ensured any firewall, network appliance, etc is properly configured to allow access to the TFTP port.

The timeout error indicates there is a connectivity issue.
