isolation cell and level shifter

There is a voltage domain D1 inside which there is a power domain P1. There is a voltage domain D2 inside which there is a power domain P2.

What are the cells necessary for a signal going from D1/P1 to D2/P2? Isolation cell and level shifter are necessary. Will there be necessity of any other cells?

What will be the position sequence of the isolation cell and level shifter? Will the level shifter be positioned first or the isolation cell?
