Is MOSFET Off State current different from it s leakage current for standard CMOS circuits ?
Is MOSFET Off State current different from it s leakage current for standard CMOS circuits ? if yes, Does off state current includes all leakages for nano scale thin film MOS?

Maybe. It depends on the measurement conditions.
If the conditions:
* V_GS
* V_ DS
* temperature (range)
* maybe others
are equal, then the current should be equal, too.
