In my application, I have a Li-ion battery, which is 3-cells in series, 5000mAh, max. 30C discharge. I will switch on and off of a load about 22A. Do I need to add a large electrolytic capacitor at the battery? I have seen a design which has a 680uF capacitor at the battery.

You need to know the Continuous Discharge Current rating of the battery. Further, you don't say what your timing is. A capacitor is only going to help for short pulses, not continuous current.
