Irf 2130 - problem with the circuit.No output

Hey!!
Iam using IRF2130 to make a simple inverter with IRF460 mosfet.I referred application note of that.
As a simple check of the driver! I clamped Vcc to 15V with respect to Vss without any capacitor.
Iam giving input single Pulse of peak 3 V and 50% duty into LIN3 with Vso as ground. If i check LO3 with respect to Vso i dont find any output.
Is this the right way of doing it??
I feel the circuit is incomplete just like this? Can u please help me with this???

Thanks for responding.I have gone through Application note AN-985 and In the circuit shown in it, i understand a capacitor of 250uF is connected between Vcc and Vss is just to regulate Vcc to 15 V.So i dint connect any capacitor at input side..And coming to low inputs and outputs, there are no boot strap capacitors required,So i thought i can check with them first.Iam uploading the circuit diagram that i made.
Please suggest me where iam missing.
