i want to embark on a project that will be able to locate the exact position of someone in a company or an office using a wireless tracking device. But my problem is knowing the type of wireless device to use in order to have a more minimized signal attenuation and at a reduced cost. Also what other components i'll need to achieve this and how to go about it.

Exact position (2 meter resolution) will be difficult or expensive.
